RFP Title
NineSigma, representing a global chemical company, seeks a partner to develop and/or produce thermosetting polymer with ultra-low dielectric loss. Anticipated respondents are not only contract manufacturers of the target polymer but also any kinds of organizations capable of developing the target polymer toward mass-production.
Respondents should be able to develop and manufacture the polymer with the following properties:
Production capacity, if not meeting the above requirement, could be leveraged by the client of this request.
Toward the era of 10s to 100s of Giga Hertz wireless communication such as the 5th Generation mobile communication system, every possible effort to reduce the transmission loss is required. In this context, materials with much lower dissipation factor and much lower dielectric constant are desired for electronic components or devices for the future wireless communication system.
NineSigma’s client, a global chemical company, has been making efforts to develop such materials However, they are facing such a challenge that their developed material is deteriorated by the water absorption owing to the polar functional groups such as hydroxyl group. As a solution to overcome this challenge, the client is interested in the functionalization with unsaturated groups.
The client has decided to work together with external partners in order to accelerate the development and production of the low-dielectric constant material.

Response evaluation
The client will evaluate all responses with the following criteria.
Overall scientific and technical merit
Approach to proof of concept or performance
Economic potential of concept
Realism of the proposed plan (action items, timeline, roles, deliverables, cost estimation)
Potential for proprietary position
Respondents’ capability and related experiences
Anticipated Project Process
After the submission due date, the client will review all submitted proposals. NineSigma will send the review results to each proposer 6-8 weeks after the due date. The client possibly asks clarifying questions before selecting the most suitable candidates for collaboration. The client will select best candidates through evaluations. During the selection process, the client may execute NDA with selected respondents, seek further information disclosure, and discuss specific development targets or potential opportunities.
The client will execute necessary agreements with the selected respondents and move to the advanced development phase. Specifics of any collaboration will be determined through consultation with the concerned parties.
